Doctv is a programme to support the production and broadcasting of Latin American documentaries.

Doctv, which was inspired in a previous experience in Brazil, is a pioneer model for the co-production, television broadcasting and distribution of documentaries, systematized with the concept of a network operation. Its basic objectives are to stimulate cultural and economic exchange among the people of Latin America, to promote the implanting of holistic public policies to foster the production and diffusion of television documentaries in the countries of the region, and to disseminate the cultural production of the peoples of Latin America in the world market.

RED Doctv is a strategic alliance of audiovisual authorities and public television channels from Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Mexico, Panama, Peru, Puerto Rico, Uruguay and Venezuela. In this edition Paraguay is making its first appearance.

The costs of the programme’s activities are borne by the Doctv FUND (FONDO Doctv), which is administered by the Secretaría Ejecutiva de la Cinematografía Iberoamericana – SECI, and subscribed to by the supporting countries and the sponsors of the Doctv Programme. Some of the costs of producing the documentaries are met by the country in question.
The dynamic of the programme in each country is expressed in Polo Nacional, whose institutional nucleus consists of the audiovisual authority associated to the CACI and the public television channels. The Polo Nacional is in charge of coordinating the financial and operational aspects of the selection, television broadcasting and distribution processes.

In its current edition, which is the third, Doctv Latinoamérica will call for applications to select documentary projects to appear in Doctv Latinoamérica III. The winning projects from each country will be awarded a co-production contract worth USD 70,000 (seventy thousand United States dollars). The directors-producers who are selected will also take part in a project development workshop that will be held at the Fundación del Nuevo Cine Latinoamericano, in Cuba.

The documentaries will have to conform to a production plan of 200 days. They will be shown in June 2012 by the public television channels of the countries associated to RED Doctv.

Background

Doctv came into being on 18 March 2005 in the Argentine city of Mar del Plata, at the 16th CACI Meeting. It is the first programme to support the production and broadcasting of Latin American documentaries.

The Executive Coordinators of that first edition were also selected at the Mar del Plata meeting. They were the Secretaría Audiovisual del Ministerio de Cultura (Brazil), the SECI and the Fundación del Nuevo Cine Latinoamericano. The Management Unit was based in Sao Paulo, Brazil. In that edition some 13 documentaries were produced.

The green light for a second edition was given at the 17th CACI Meeting, which was held on 16 June 2008 in Quito in the Republic of Ecuador. This time Executive Coordination fell to the Instituto Nacional de Cine y Artes Visuales de Argentina – INCAA and the headquarters of the Management Unit was in Buenos Aires. In this edition 14 documentaries were produced and they were shown on 18 public television channels in Latin America.

The 19th CACI Meeting was held in the city of Antigua in the Republic of Guatemala on 16 November 2010. It was decided to proceed with a third edition of Doctv, and Instituto del Cine y Audiovisual del Uruguay- ICAU was designated as the headquarters of the Management Unit in charge of executing the programme. In this edition there are at least 14 documentaries.
